Regarding the description of your concern, ointment and cream are different based on their content. Ointment has higher oil content and cream has higher water content. It depends on the purpose of this medication. Creams are lighter and less sticky. It is best for oozy or ‘wet’ skin conditions. The viscosity of cream which is lesser than ointments also makes it a better for higher surface area skin condition to reduce cost of medication. Ointments are best used on ‘dry’ skin condition as it is occlusive. This means it traps water. The active ingredient like steroid is better absorbed when using ointment.
