Interpretation covid 19 test result

How do KKM diognose a POSITIVE COVID patient from the laboratory test result? Dr Hisham said, “based on our current guidelines for interpretation of pcr results :
Must have detected E gene (screening target) & RdRp (confirmatory target)
nasopharyngeal swab.”
He futhermore added, “ some kits that are being used by private labs do come with three targets which include the E gene, RdRp and N gene.
So if there are instances where only N is detected & if the Ct value is above 37, we advised to repeat pcr after 48 hr, with freshly collected nasopharyngeal swab”

My question is, if the result came from private hospital only N gene is detected (RdRp and E gene -ve), can the private hospital sent the patient as a positive covid patient to covid hospital without repeating the test? The individiual is asymptomatic,no travelling history, no close contact.

Can N gene detected alone can be diignose as a POSITIVE covid patient? I ve read somewhere, it is presumptive positive.
