Bump and ulcer on vulva area

First time i had a pimple-like bump on the upper side of vulva, in my teenage years many years ago. At that time i thought it was infection. But recently i have and ulcer at the vulva area. Is it an STI although i practiced safe sex using condom? Or is it just another infection?
