Nasal blockage and not able to sleep

My dad is in his late 60s. He is not able to sleep for the past week because of his nose block. He took NasoCare nasal spray but still its not of any help. He is on several other medications such as Cardiprin, Telmisartan, Plendil, and insulin. Can he use Oxynase nasal spray while taking the other medications?
