Skin problems on my feet

Im a 19 year old female and i have a skin condition to which im unsure of. I had it since I was 13 on the sole of my right feet. I dont think its eczema because it dont look the same to my skin problem. Its red, dry and flaky. It does not itch but i sometimes tend to scratch it. I dont know what type of ointment does it need to fully get rid of it. I always put on lotion or vaseline to keep it moisturized. Throughout the years, i’ve seen some improvement. It is still dry and flaky but its not red anymore. Only certain parts are red like before. Which is on the side of my feet, my sole however are fine. Still dry and flaky but i just put on vaseline. My question is, what can i do to fully get rid of it? What creams or ointment does it need? Please do tell me further details.
