Pregnant 28 weeks check movement

Hi I am pregmant of 28 weeks. Is it normal if we couldn’t feel the baby movement actively at 28 weeks? I went to the private hospital 2 days ago and the doctor said because there is still space in my tummy, so that’s why i couldn’t feel the baby movement much. But before this, I can feel the movement quite active. Doctor said maybe by that time the baby movement is quite significant.she said normally we can feel actively 30 weeks and above. But from the check up, noted as per gov clinic, the movement should be feel at 28 weeks. And is it correct ctg scan can only be done at 30 weeks and above? Need clarification tq
