If my neutrophils count is 1.7, is it consider low?

For your information, the normal range for your blood count will be stated in the report as reference range.
However, here is the normal range for neutrophils:

  • 1.88-7.82 x 10^3/μL
  • 49-74%

However, the normal range might vary a little from one place to another. Therefore, I recommend you to meet a doctor to get a clearer explanation about your blood test result.
