Lips dry, peeling, cracks that feel wet, more than a month

My lips have been peeling and there is always skin on them for more than a month. I’ve tried lip balm but it never works and I wake up to skin all over my lips. I have also tried Keno and Dyna oral paste as suggested by pharmacists and clinic doctors, but they only seem to treat the symptoms and not the cause. Recently I have been on a week of Gingigel which is hyaluronic acid as recommended by my local pharmacist but it doesn’t seem to work and every time I wash it off it immediately starts showing skin everywhere. Stretching my skin also makes it skin. Please advise, this is a very troubling issue for me and I’m worried it may be an underlying condition. I drink at least 1.5l of water each day and have never experienced these symptoms. There has been no reduction in the amount of water I drink.
